cant figure out how to turn them on, unless there is an electrical problem some were?

they should come on when headlights are on dim,probley blown bulbs.

there has to be a button on the instrument/dash panel somewhere, the headlights have to on and the bulbs burn out quite often and sometimes at the same time cuz they are on the same circuit and if one bulb goes a voltage spike can blow the other bulb

there is a button on left side of steering column. replacing is just a simple twist and pull
