Check your fuse panel and look at your service manual to see what relays could be going bad.
Try applying isolated power to the headlights to see if they come on. You should be able to run a wire from your battery to the negative an positive of the headlight. Also test the relays for your headlights, power windows and fan with a volt meter.
Could be your ignition switch, my friend took his 02 grand prix to a shop to have his blower motor looked at because it only worked on high. They wanted $400 to replace his hvac head unit. He brought it over and I dug into it, the blower motor set on 1-4 would shut off his daytime running lights, his heated seats would shut off the daytime running lights and the rear defroster would go crazy during all this. Turned out to be the ignition switch was only allowing about 3.7 volts to pass through it to feed the electrical. The daytime running lights would shut off because the 3.7 volts was divided between the two devices and wouldn't power them both. Get a volt meter and test voltage at the fuses of the effected accessories next time it happens. The ignition switch has 2 main power supplies running to it and 4-6 writes coming out all feeding various things. They group the stuff together run a few wires to the fuse box and branch them from there into multiple fuses and to the accessories.
If you jump a positive wire to one of the fuses that is affected and all the other accessories start acting normal you should check into the ignition switch.
