2000 grand am gt fog light problem

ever since i bought the car a month ago the
foglights havent worked. i checked the bulbs and
they are new sylvania blue bulbs. when i click the
switch to turn them on the little red light on the
button lights up then there is a single click (like
signal light) coming from passenger side dash. an
lights will not come on. is it a wiring problem?

umm im thinking its the relay... umm an im aware that they will only work with low beams on... thanks alot on quick responses!!!
