Before dumping more money into it have the engine compression tested on all cylinders and if it runs have the cooling system tested for exhaust in coolant (test). Unless you see that the cooling fans do not come on at all, which may be a relay, temp sensor or fuse or bad fan motor or bad connection or computer issue, but if fans do work and run when its hot then do as said above, if it fails either or both test, decide if replacing the head gaskets is what you want to do, if so I would advise having the heads took to a machine shop to make sure they are not cracked or warped and if they need rebuild and have re-surfaced.
