i have a 2003 grand am se and none of inner or outer lights work

assuming your battery is newer than seven years old, there is a solid connection from the black cable to the chassis/ground and to the engine...a nice hearty 1/0 battery cable to which 300 cold cranking amps can go comfortably without settin' stuff on fire..we can begin to look for a lighting relay...experience shows there isn't a lighting relay on the grand am, there is the switch what is responsible for all that amperage...so I'd look for a defective headlight switch~
