My car lights slowly died down and wouldn't go past 35 mph. I got a recall for the ignition key. Has anyone else heard of this happening due to the recall?

I'm high to get the checked tomorrow but that's what I'm thinking is the problem because I went out and tried starting it and it slowly died again but when I just turn it over to Acc the battery keeps the lighs going just fine
