backend waves back and forth it's real bad
when the ground is wet

No easy answer. Take it to a reputable shop and let them diagnose. This is a hazardous condition so don't let it go. Might be a bad shock or broken suspension part. Curious, do you have anything heavy in the trunk that changes the weight distribution?
