My 99 Prix has an extra hump above the
dash gages I have no idea what it is. A
dude pointed at it and asked me if it
works? I said idk because I don't have any
idea what it is lol

Tell that dude it's nothing, its part of the car and has no function what so ever..

Is this behind the steering wheel, because if it is it is where your heads up display system is. This will project your speed, radio station and turn signals on your front window. You also have a switch that says dim on that will bring the brightness of the heads up display onto the window, also you can lower and make it higher so you can see it on the window. very cool technology and keeps your eyes on the road instead of cheeking your speed on the speedometer. This is a very cool selling point if your looking to sell it to that guy, but make sure it works first.
