No power to windshield washer pump

I have no power to the washer pump.  I attached a new pump to power and tried before installing.  Then put a meter on the connector. 0 voltage.  I understand there is no fuse. Are the switches on the turn signal the problem, or am I missing something?

it is possible your multifunction switch is going out. have someone trigger the pump while you hook up a dmm to the pump.
