It wont do very much... The 3.1 does not respond to mods very well... You might get 5 HP at the absolute most...
You are incorrect on your first statement. The 3.1 does respond well to improvements. You are correct on the addition of horsepower, although I think you are being generous. Quality Cold Air Intakes, if designed and tested for the vehicle, like K&N, will provide max gains of 5%-10%.
So on a tight budget til summer, I'd get a K&N air filter and what else could i possibly get at like a pep boys for now that I can simply add on to the engine
and also is there a cone air filter for the 3100s? cause I know they have em for the 3800 and its almost a 15hp gain

also consider an exhaust,,,,your intake will be more effective with an exhaust and increase overall horsepower. yea an air intakes great, even if the horsepower gains arent huge it should still be helpful for your motors overall wear, another easy gain is to check your spark plugs, if there dirty get new ones, and while ur at it pick up some of those E3 diamond fire ones, ive heard some good stories about em and my friends getting 4 mpg better with them. for exhaust i would look for a cat back system, check cherrybomb for the best one they also sell new highflow catalytic converters and full exhaust sets
