More likely a bad battery or a loose battery or ground connection that got worse when it got wet. Make sure all connections are clean and tight. Try boosting it from another car. If it starts its not likely the starter, and quite likely the battery. If it starts, and the battery is around 5 years old, have the battery load tested.
