Does it go up? If so, you may be at the end of the adjustment and it will not go down any further.

It doesnt go up any higher and it wont go down.. it does go forward and backward but it makes a weird sound like it's barely moving

Cheapest fix may be a used seat with all the electrical components included. Shouldn't be too hard to find one same color and all, and replacement is likely 4 bolts, a couple of electrical plugs and some muscles... they're heavy. Good luck.
