That resembles the gasket maker some use on their oil pans. Hard to tell what that is without actually wiping some of it off.

Ok, after wiping some off what should I look for or Wiping it off will do what ? This is a 1st for me so I'm clueless.

If it is rubbery then it is probably gasket stuff. If it is gooey then it might be coolant residue.

Also sorry I forgot to ADD- a while back I did use a Titan Head Gasket & Stop Leak Kit on motor and in oil . Any chance it could be this as well ?

If you had a leak there and that’s the reason you used it, then it very well could be the cause.
