1995 Trans sport will not start without starter fluid but runs fine after starting

I don't believe there is a fuel pump cold advance solenoid, but is there a sensor for lower than 400 RPMs that I may need to replace?

I think your fuel pressure is to low and that is why it won't start without starting fluid 10 psi to low will cause this. The engine needs more fuel to start than to run.

i have a 1992 Pontiac Transport and it wont turn over we replaced the fuel pump and the fuel filter and also all 6 spark plugs and its still not turning over. Any ideas what it could be?
