It's nice to be needed. Yes, there is a rev limiter on your car (and most cars for that matter) If its a 2.0 it is set at 6500. Can't say for the 2.4. Aftermarket performance ECMs will allow you to go higher, and the 2.0 is certainly capable of much more. With the low first gear the Cobalt really does need a bit more range. If you drive it even a little bit hard its easy to hit the rev limiter before getting out of first gear which is annoying to say the least. I have mine set at 7300 now which is much better.
It is speed limited. This usually is done because of the tires speed rating. Shred a tire at 105 and you'll find out why not to drive that fast.
