1995 legacy (high mileage) - engine starts to vibrate at lights, but stops
vibrating when put in neutral.  Is this an engine problem or a transmission
problem.

Probably neither, my guess is your engine and or transmission mounts are dry, cracked and or broken, Replacing them will fix your issue.
