When it does start the RPMs go from 0 back up to 2 - 2.5 then stays for a bit then goes back down. After this happens when I take off its is little sluggish. I would like to have some knowledge before I take it in to a mechanic. But was really hoping I could figure it out and do it myself.

Too many possible causes here, from a vacuum leak to a dirty pcv or throttle body. Let a good wrench have at it. Some LSi had the first DOHC 2.5; in that event I wouldn't put too much into it as the motor is notoriously fragile.
