Car is running rough

I have a 1998 Subaru Legacy and it is running rough. It
spits and spudders, white smoke comes out and it smells
like a snowmobile, it doesn't have a lot of power and tops
out at 45mph. I just had the timing belt and tensioners
done last year and last week had the spark plugs and
wires. Recently I just put in new fuel injectors and a fuel
filter. The car is running slightly better but not very much.
All the cylinders are firing. I did the test where you pull out
the ignition plugs and they all drop the cars rpms. Does
anyone have any idea what's wrong or what I should try?

Is there anyway I could check it? And if so would I be able to unclog it?

There is a kit you can buy from any parts store that can measure the flow of exhaust coming from vehicle that will tell you if the converter is clogged.

Ok thanks I'll give that a try. As of right now I looked at the timing belt and it seemed to be a couple of teeth over so I'm straightening that up and hopefully that's the problem
