My 2000 Subaru outback wont start ive looked at
the battery and the starter and noticed a line from
battery to starter isnt connected on the starters
end its a black line with a yellow stripe down the
center. Could that be my problem? If so can.I fix it

That cable is your ground connection to the body, likely a threaded hole on the fender wall next to the battery. Black with yellow stripe negitive. The larger cable from the negative goes to the engine block. Positive, + red plastic cover battery, has a heavy duty wire going directly from the connector to the starter, and a smaller gauge wire from the top of the connector to the fuse block.

The copper end of the ground strap may have corroded sufficiently to break off, so be prepared to get another ground cable if you're not up to replacing (soldering or crimping on) a new shiny contact.
