Motor is off key is out emergency brake is on / off , stoplight always burning even without key

not entirely sure...because I haven't got my mitts on YOUR relay box~but the 2002 vehicle featrued a "starter" relay in the same configuration~

....also would remove any corrosion which will be built up with every start on the 1/0 black battery cable connection to the chassis....wirebrush that one for a Solid ground to all accessories including the 750 mA ECM ~

check the stoplamp switch located on the brake pedal assembly. it may not be releasing and may be keeping the circuit closed all the time.
