Have you checked the rubber throttle body air intake tube? My 94 v6 4runner had this same issue, and the rubber primary intake tuber had dry rotted and was leaking in fresh, unmetered air. Mine behaved exactly like you are describing. I got a replacement (Dorman) from amazon for about $32. Make sure you have a good tight connection here, if the tube looks like its in good shape. Good Luck!
