My brake lights are always on when the lights are on. Any help would be great

I purchased a 2000 4Runner. The brake lights work as they should when the lights are turned off but all bulbs will stay on at all times when the lights are turned on.  Any suggestions before I begin breaking things.

The little rubber bumper on the brake lever fixed my cruise control and brake light staying on problem. $3.75 at Toyota dealer parts.
