My 1997 Toyota Avalon idles and runs at 3000 RPMs all the time..

The car idles and drives between 2000 and 3000 RPMs and I am using a lot
of gas. I don't travel very far but I had to fill the tank twice in one week. Waht
can be causing to use that much gas and how can it be fixed ?

Clean the throttle body and maf sensor. You can also try cleaning or adjusting the ISC (idle speed control) valve, or on some Avalons have instead an IAC (idle air control) valve.
