When I turn the steering wheel either way it grabs and releases. I've already replaced the rack n pinion and it worked for one day, then right back like it was.

Well anything is possible. The '97 has a ton of complaints with the steering. Didn't notice anyone listing a faulty steering knuckle. http://www.arfc.org/complaints/1997/toyota/avalon/steering/problem.aspx
