What is the cost to replace a thermostat in
1998 Toyota Avalon and can I do it my self?

Failsafe brand thermostat (180 F ) from Auto-zone is Engineered to permit continuous flow of coolant when overheating occurs. Its $19.99 plus or the Duralast thermostat (180) is $10.99, you will need a gasket and / or both gasket and the O'Ring for about $5.
