I keep being told my emergency  brake needs to be adjusted .  I was told this
is a self adjusting emergency brake.   How do I adust parking brake?

You should check a repair manual but there are probably two adjustments possible. The cable should have an adjustment and if the e-brake is rear drums then the brake shoes can be adjusted. It is also possible that there is an adjustment at the brake lever. This video might help you ----- http://www.ask.com/youtube? q=1999+toyota+avalon+emergency+brake+diagram&v=S_mg_C14 ySI&qsrc=472
