2002 Toyota Avalon Auto Lights on/no tail lights

When the Auto lights are on during the day, the dashboard lights are on.
When the Auto lights are on during the day, the taillights are not on.
When the Headlights are switched on during the day the dashboard lights become so dim as to be unreadable.
In a daytime severe rainstorm, snow storm, or fog it is desirable to have the headlights and thus the taillights on. But the dash lights go off.
The knob to twist to adjust dash lights apparently does not work. The adjustment is so little, the dash lights cannot be seen.
Either something is wrong with the adjustment knob or is this is a terrible design flaw in this car.
Can anything be done to fix this problem?
