my rear license plate tabs are broken on my 2005 Toyota Avalon so I have no idea how to
mount my license plate.

Put a piece of duct tape in the middle of the plate. Then put a bead of rubber silicone all around the outer edges of the plate. Press in place. The duct tape will hold the plate in place while the silicone dries.
