I cannot get the key out of the ignition. I can not cut it all the way off

Remove the battery terminal to shut the car off, looks like you need a new ignition switch...

Try stepping on the brake pedal and moving the gear shift lever into and out of neutral and park. Also slightly moving the steering wheel. Do all this while turning then pulling on the ignition key. Ultimately....joemom is correct......you may have to call a locksmith to effect a repair/replacement.
There is a key- shifter switch under a small tab on top of the console. Pop off tab with a screwdriver and push down on the switch, your key should turn off and come out.
Turn counter-clockwise still it stops push key in and continue to turn counter-clockwise until steering wheel is in lock position
Jane solved my problem. Small tab on the shifter console on the drivers side at the top. Pop it off with a small screwdriver and the shifter goes free as well as the ignition switch.

Push the key in toward the steering column and counter clockwise at the same time.
