Check the coolant sensor on the radiator passengers near bottom use a mulitmeter .Disconnect it press the release on the right side of that connector, and pull the connector doesn't come off easy. When the connector is off, check the resistance of the coolant temperature switch...it should be basically 0 ohms if it's not, you've found your problem (it's designed to "fail open", fans are then running high speed! make sure the connector is on tight. The system is designed to default with the fans in high speed mode if there is a problem.
