How do I blow out (clean) the fuel line on a 1992 toyota camry 4cyl

Car wouldn't start after running out of gas and refueling.  replaced fuel filter
and got it to start.  Ran for a few months and then died again.  turns over but
doesn't seem to be getting fuel.  replaced fuel pump, distributor assembly,
battery and plugs still not igniting.

If it ran for a few months after changing the fuel filter I would change it again and use a good fuel system cleaner. I would also use one that removes moisture from the tank.

I would check to see if you can hear the fuel pump humming when you turn the key before blowing out the lines. The fuel pump probably got too hot when you ran out of gas and now it's shot.
