Gasoline odor - driver side, rear, of 94 Camry V6 XLE

The odor of gas has been intermittent on the Driver's side (only) of my 94 Camry V6 XLE. It is worse near the rear of the car. NO odor under the hood.
Over the past year, it has gotten more constant. It is worse when the car is low on fuel. Sometimes it is noticeable in the cabin. No rust on the car, it is southern. Mechanic could not see any leaks, and did not want to risk making a worse problem taking apart such an old car without a specific problem in mind to fix. An ASE certified garage said they would have to smoke the fuel system to trace the odor. They could not find an obvious problem either. Ideas?

The smoke idea is a good idea, they can detect the smallest leak. Also have them look at the emissions system...
