95 camry 4 cyl wont rev past 2k

It ildes fine. It did this on and off for a while, now its
consistent. When i give it gas it will rev to 2k and its acting
like it has a governor or rev limiter. Wondering if its maybe
just a sensor. The thing with the green wire is covered in oil
and when i unplugged it nothing changed.

The exhaust is pretty much gone on the car. The guy that sold it to me said it did it before and they adjusted the timing to get it to stop. How do i adjust the timing? Could that be a possibility?
