Ecc reseting a 96 camry dx

I just replaced the ecc in my 96 Toyota camry dx
2.2L. I have also replaced the fuel pump Ignition coil
and spark plugs, but it's not reading it and I'm getting
no check engine light or spark out of the ignition coil
or fuel. Is there a way to manually reset/reprogram or
bypass/override it? Or any ideas on what else could
be my problem?

Check the fuses, no check engine light means a loss of power. 1996 should have basic programming already installed.
Checked all fuses, everything looks fine. I tested the connector going into the ignition coil and I have power going into it, but no spark and the Fuel pump doesn't kick on when I crank the motor. I replace the ECC the EC spark plugs the fuel pump the fuel pump the Ignition coil the fuel injectors the crank shaft position sensor the water pump and the thermostat. I mean basically everything on this car works except for it won't start and it will turn over but it won't start
Then you need to test power relays, if those test good then start looking for damaged wiring, you will need wiring diagrams, flow charts, DVOM, test light, solder, soldering iron and heat shrink tubing. Good luck
This ECC.....is it new....used.......reman....?? If you do not have a CEL come on when the ignition switch is turned on.....your replacement part...... ECC .....could be bad.
BTW....another thought. Look around on the Intake Manifold. I think you might find a few wires connected together with one bolt. One of those wires is the Computer GROUND. Remove this connection to ground....Clean....use a wire brush on the bolt hole and the wire connector. Reassemble and see if you have a CEL. Get back with results.

There's car sat in A lady's backyard for 6 years it's been 2 years since any work was done to it I started off by putting in a new water pump water pump housing and thermostat and a new battery, and new spark plugs. We were then able to get the car started using starter fluid and it sounded great. But then we realized it wasn't getting fuel so I replaced the fuel pump. This time the car would turn over but not start as it was not getting spark and we traced it back to no spark coming from the Ignition coil so I replaced the Ignition coil still had the same problem so I replaced the ECC with one from the junkyard and and the car then started on its own and I turned it off so I could put the air filter Box and everything back on and since then it has not started again as we have a no fuel no spark And I can't figure out why. I would even thought maybe it was the crank shaft position sensor so I put a brand new one of those on and still no spark no fuel no check engine light. So I am completely flabbergasted and at wits end as to what is wrong with this car. If any of yall can help I would greatly appreciate it
Another thought. any signs of wild life in this vehicle? like....chewed up wires? Key on Engine off.....if the CEL does Not come on...I do not think the computer will turn on the fuel and ignition systems. Check under Hood. Do you see a small box with a cover on it? Open the Top. Is there a label that looks like the attached?
A 96 will be OBD 2 so the diagnostic port will be under the dash on the drivers side, have you tried a scan tool yet? One of your symptoms sounds like a bad distributor module and pickup. Probably cheaper to replace the whole unit but your parts store can tell that. The other is indicating a computer power or ground problem.
Some of the 90s Toyota had as many as 3 diagnostic connectors. The one I have pictured is usually under the hood near the Brake Master Cylinder. This one was DC#1. They also had DC #2.....located behind the right....passenger side Kick Panel. Then DC # 3 is the OBD2....under left side of dash. Again...without a CEL when the ignition. Sw is turned on....scan tool or flashing diagnostic codes will not be possible. Find that ground on the Intake Manifold Ang clean it. Also ...the gauges fuse feeds power to the CEL and the other warning lights on the dash may be blown. Do the other warning lights work?
Well by sheer dumb luck last night I was tinkering around with that fuse Box that I showed you the picture of and found that the EFI fuse a little tiny 15 amp fuse was blown and once I replaced it I now have CEL spark and fuel. But the car still won't start so I'm thinking that it is the timing I'm going to try and check that tonight. Well it actually kind of started for a split second but that was it. As far as the OBD goes we tried that and like Tony said with the no CEL there was no codes but my friend is going to come by today while I'm at work with his OBD reader and see if we can get some codes now that we have a CEL
Ah....great. you might consider removing spark plugs and taking a compression test. Also.....has the old fuel in the gas tank been RR? Also....I wonder what the engine oil looks and smells like?
Another thought. What about the fuel filter.? Fresh gas in the tank and a new FF might be considered.
I thought you had already checked the fuses as I had stated in the very first answer. I hope his scanner has live data capabilities that way you can check to see if all the sensors are up to specs and show things that are not. After that is done you might try a little starting fluid spray into intake and see if it tries to run, if it does then you may indeed have a bad fuel problem or plugged injectors.
I have put brand new spark plugs, fuel filter, fuel pump, fuel injectors, and gas. I have also tried the starter fulid. We are thinking it might be the timing
I would be inclined to pull those new plugs to see if they might be GAS or Oil fouled. Pull the engine oil dip stick.....if you smell gas on that ds ....the engine is flooded. Not good to start an engine whose oil has gasoline mixed into it. While the plugs are out.....take a compression test. That's usually step one when you suspect a Valve timing ERROR. Good luck.

Do not start the engine. Change oil and filter then proceed with the diagnosis. The next step after noting a gas smell on the DS is to check the fuel pump regulator. Pull the vacuum hose of the FPR and see if it wet inside. Smell the end of the hose. If it smells like gas the FPR is bad....and .....manifold vacuum is sucking fuel...past the bad diaphragm in the FPR...straight into the engine cylinders. SP get all wet and fail to fire an overly rich mixture in the cylinders. Pull the SP....are they all wet with fuel?
Vacuum hose is dry no smell. And ds might maybe have a very very very faint smell but it's really hard to tell
Plus I am still trying to set the timing but I have to remove the harmonic balancer and am having trouble getting the bolt to brake loose without turning the whole pully and everything. Got any ideas on how I can lock the pully in place while I break the bolt loose?

Sorry I was out of town for my grandfather's funeral. Turns out though that when I replaced the ECC I got one for the California emissions cars and my car isn't one so now I have to go back to the pick n pull and find the right one lol
I put in the correct ecc now and the car did start and stay running as long as I kept giving it a little gas. But it was running very weakly, and the car was shaking, and even if I pushed the peddle all the way to the floor it didn't Rev up. So I'm thinking that it is now the timing. Any thoughts?
In the best interest of doing the cheapest and easiest thing first.....I would remove the spark plugs checking for fuel fouling and do a compression test. I would also consider ...disabling the EGR....Seems... I recall....there are 2 small vac lines and one fat one. Check under hood decal for vac schematic. Plug these hoses and start her up. Get back with results.
UPDATE. Upon setting the timing and installation of new timing belt the car is now running. Slight oil leak somewhere and occasionally while the engine is running I can smell gas faintly but other than that she is running well ☺️
