If your gear shift is locked, there is a tiny panel about the size of a postage stamp on upper left of the shift panel. Pop it off with a small screw driver. Take screw driver and depress the button beneath the panel. Now your shifter should move freely. As far as no power, check all of your fuses. Sounds like someone forgot to unhook the battery and shorted something out.
