Car is overheating fast but doesn't show on the dash

Please help!!!
Its a 1997 Toyota Camery 4 cylinder LE
For the past 3 days my car will run out of water and every night I had to put
enough water for work and back. We checked the thermostat on it and
replaced it, checked the cap to the radiator , replaced that.
Once all of it was replaced we test out the car to see if it worked and 15 mins  
later it over heating and steam coming out but my dash doesn't show that.
Then we noticed that the fans don't turn but they turn when the A/C is on
And also checked the fuses and they were fine.
Any suggestions ?????

Pressure test. You have a leak wether it is external or internal. And water boils...I hope you intended to say coolant. Also any codes in ECM? Coolant temperature sensor? Test
