I am having the very same problem,( 98 Camry-4cyl. automatic trans, no theft,) . I THINK ... I found the answer, at least for now, it's all I can try after replacing the VSS sensor which did NOT fix the problem, I am in process of locating the ceramic resonator which is located within the speedometer head itself... see attached videos. I'm hoping this works will update when i get part and attempt the fix. https://www.youtube.com/watch?v=rcVhAsNL6mo https://www.youtube.com/watch?v=4uYo1dfHK_s

Replaced my resonator in the Speedometer head, ( less than $1.00 NOT including $7.89 shipping ) car is now working normally Resonator is ( ZTT-4.00MG ) & was MFG by ECS Electronics .. now obsolete, but may be found on Internet BUT the SPECS must be a PERFECT match, there are other bogus resonators for sale that do not work. BE AWARE ... try here .. CALL to be sure of match, price, and CORRECT SPECS. ( https://octopart.com/search?q=ZTT-4.00MG¤cy=USD&specs=0 )
