what else can I check in my car if it cranks, but will not turn over?

My car was running fine before it
received a complete oil change, but
afterwards, it would start. It would
crank, but it wouldn't turn over. We
changed the fuel pump and nothing
happened. Then we checked the
timing belt and that was fine. Is there
anything else I can check that will
resolve this problem?

First check your main fuses under the hood. There are some big ones in there. Should be 30 or 50 amps. If one of those blew, your car will not start. If those look good, check your fuel pump relay. If no idea how to test one, just buy a new one. Very cheap. You can get on youtube and look up how to test a relay. Plenty of videos. Also check for spark. Pull a plug wire and see if you have a good strong blue spark. If not , replace your coil. Post back with results.

We've checked the fuses and they're all fine, and the spark plugs all have sparks.

Okay, next I would try replacing the TPS (Throttle Position Sensor). If that does nothing, try the CPS (Crank Position Sensor). Unfortunately, since your car can't move or run, you won't be able to bring it to an Autozone and have the error codes read. You can either change out the parts until you find the right one, or have it towed to a shop. Did you replace the fuel pump or did a shop do it? I would assume that if a shop did it, they would have tested the fuel regulator.
