What can be done every time I fuel up the gas pump keeps clipping off as if tank is full so I have to put little at a time?

This happened to a friend's '05 crown victoria police interceptor. He removed the anti siphoning insert from the fuel filler neck and has had no trouble since.

Your gas tank is not venting properly. Google your make, model, and year car and "gas tank vent" to see the parts involved. It may be something like the charcoal filter in the EVAP canister needs to be replaced.

PS: in addition to causing the gas nozzle to shut off, a bad gas tank vent can also be making your fuel pump work harder, leading to a premature failure, so it's worth fixing the issue.
