2000 Toyota Camry Broken Timing Belt

My 2000 Camry Water Pump seized while driving, engine died, towed home.
Replaced water pump and belt, now trying to turn engine over to set timing and
crank shaft will not rotate around freely when #1 & #4 are at near TDC. This is
supposed to be a non interferance motor. Why wont my crank shaft make a full
revolution without resistance anymore? This one is killing me!

Engine compression means you can't rotate the crank without resistance at certain points. That you have a problem when near TDC (compression) may be entirely normal.

All of the spark plugs are pulled. It is a non interference also, was running great until the water pump went out while my wife was drivig it. Thanks guys! I have the valve cover off as well, looks like all of the lifters are up against the camshaft lobes as well, none of them are sticking down, if that make sense

It takes a certain amount of force to move the cams and compress the valve springs.
