How does one tell if it is time to replace the radiator hoses?

If they never have been changed you are past due. Overly soft hoses, leaking hoses or hoses that balloon up when the engine is hot are in need of replacement.

Thank you for your input. No bulging observed but since they are well passed the suggested 8-10 year age, I have ordered new hoses as well as a new thermostat.
