Burning smell and didn't have good air flow thru vents.
He removed fan under glove box area and it was full of
some type of dark gray matter. Looks little like covering
under hood. He cleaned and replaced and now it's
doing it again.

You have mice or rats that are making a nest in the vent system. You need to try and screen off the entrance to the vent system or get some cats!
