both rear windows in my 99 celica do not work, but the top does, any ideas what to look for

bought a used 99 celica gt rear windows don't work, top does. also seat belt light will not go off even though seatbelts are on

The rear windows were subject to rain water getting in and rusting up the works. Sometimes you can free them up...... Sometimes you can't. As for the seat belts. Give the buckles a quick shot of WD40 and wait. Let it soak in then try working them. Keep trying that.
