Why no power thru heater fuse

Troubleshooting blower motor not working checked fuses and relays also tested
blower motor it's good went back to fuses with test light heater fuse doesn't light
up,so I take the fuse out and test the contacts and it lights up? Confused.

Only one side should light the light, if both sides light up then you have a power feed back in the heater blower circuit and it time to dig out the wiring diagrams and start testing circuits. Now if only one contact lights the light then ohm out the fuse, wouldn’t be the first time a fuse looked good but was totally open.
