Does the odometer function correctly? if No then my first check would be the VSS (vehicle speed senor) located on transmission, with a electrical harness attached to it.

Try the "standard" reset for many clusters including Toyota press the odometer trip button / selector, there should be a button on the face of the instrument cluster, next press and hold it down while turning the ignition to the first on position...NOT start. the gauge should preform a sweep and reset.
