1999 corolla won't crank, good battery, ST relay, new starter, fuses good

Question type: Maintenance & Repair

have a 1999 toyota corolla that won't crank, nor engage solenoid gear:
--got stranded, towed home
--tow truck driver said it's the starter
--replaced starter without checking anything else (mistake)
--still won't crank
--battery is good, ST relay works (tested out of car), 15a fuse good, 40a fuse link good
--old starter actually does work when connected directly (solenoid engages and motor spins) waste of $100 there
--so what else could it be?
