I have a 2002 Toyota Carolla

I pulled up to the house and cut the car off and the
high beam light was blinking off and on and the
lights wouldn't cut off outside the car. What could
be the issue? Where should I start?

Might that be some kind of theft indicator you tripped by accident? Maybe restart and shut the car off again and lock the doors by remote. Last resort is disconnect the battery until you figure it out. In fact a "disconnect" might reset a confused computer.
