On your Toyota, the horn is powered by fuse #11 (under dash fuses) which is a 10 amp circuit. I don't think there will be any electrical problem with having louder horn. Possibly your current horn is failing, or only one of two are working if there's a pair. These days I'm afraid to use my horn for fear of setting off a road rage incident. Lots of unstable people out there.
