I bought a 2004 HL and it did not receive a remote for locking/unlocking the doors. Is the remote standard or an option?

Is the remote for locking/unlocking the doors standard or an option?

I used to work at a Toyota Dealership and I am 99% sure it was a standard option. Only problem is if you don't have a key fob its a little pricey to have the dealership program one to your car. If I remember correctly if was around $250.
