2004 Toyota Highlander - When rolling down the front passenger or either backseat windows, they will only go down about halfway. When attempting to roll them back up, they will only go up about 1/2" -1" at a time (from either the master switch or the actual door switch) and then you have to wait several minutes before trying again to get it up another 1/2" - 1". I have read about a number of Highlander window issues, but none sound exactly like this one, so we are not sure how to go about trying to fix a problem we can't exactly diagnose.

Sounds like they are binding up. Usually, that will happen in the grooves of the window frame or even against the glass itself. I'd get some graphite powder and squeeze some into the bottom corners of the window frame while the window is down. Also, you can try some silicone spray on the window itself but it will wear off pretty fast. See if either one helps. Good luck.
